SPECIAL TELEGRAPH SERVICES

FAST TELEGRAPH

It is an additional service that contains delivering the telegraph to its addressee within 6 hours as of its acceptance and this service is charged as two fold of normal telegraph.

THE TELEGRAPH THAT IS DELIVERED TO ITS ADDRESSEE IN PERSON

It cannot be delivered to someone apart from its addressee. It is just delivered to its addressee

THE TELEGRAPH THAT IS REQUESTED TO BE DELIVERED IN A DEFINITE DAY AND HOUR

It is an additional service that contains delivering the telegraph to its addressees in definite days and hours requested by the sender. The posts, the destination of which is village, are not accepted with this additional servicez.

THE TELEGRAPH HAVING AN ANSWER

This service provides the addressee to be paid by the sender the fee of the telegraph to be sent to himself/herself as an answer. The telegraph having an answer is not accepted by charging the fee from the addressee. This service is charged as two fold of the total fee including the additional services during the acceptance. The right to reply is used by submitting to any PTT Office by addressee within 3 months and after this period, the right to reply cannot be used. The right to reply is used for just one telegraph and no settlement of account is performed. The original telegraph or its copy which is sent to PTT Office by addressee is kept in PTT Office.

POST RESTANT TELEGRAPH

It is delivered to its addressees in PTT Offices by processing according to the Article 39 of this Regulation.

THE WAY OF WIRING TELEGRAPH

OverInternet

You can use the "Online Services" menu of our web site or Click. If you are not a subscriber of e-telegraph you should use "Retail Customer Entry" but if you are a subscriber of e-telegraph, you should use "Subscriber Entry" and enter the related information. Then PTT Official transmits the telegraph over the automation system to destination PTT Office and it is delivered to the addressee by PTT Official.

Through PTT Offices

The telegraphis accepted in PTT Offices and it is transmitted over "Telegraph Automation System" and then it is delivered to its addressee by PTT Official.

The telegraphs mentioned below are accepted in PTT Offices by controlling the identification card of the sender and getting signature from the sender. They cannot be sent over internet.

The telegraphs to the advantage or disadvantage of the addressee materially and morally.

The telegraphs contrary to general morals and manners.

The telegraphs containing insult, threat and crime.

The telegraphs containing words, terms, figures or letters that are not used as their normal meanings and fake words orthe figures expressing a secret meaning and the telegraphs written by a code.

The telegraphs written by a foreign language.

Over Fax telegraph or Fonotelegraph Service

Youcan call the Fonotelegraph Service numbered 444 1 788 or you can transmit your telegraphs to the Fax telegraph Service if you have a fax machine in order to make your telegraph written. Then this telegraph is transmitted to destination PTT Office over the automation system by PTT Official and it is delivered to its addressee.

TYPES OF THE TELEGRAPH

There are two kinds of telegraphs named "Official Telegraph" and "Special Telegraph".

OFFICIAL TELEGRAPH

It is sent by official bodies. These telegraphs must be written on letterhead with official seal and signed by sending authorities. The telegraphs that are not written on letterhead with official seal and are not signed by sending authorities shall not be accepted.

SPECIAL TELEGRAPH

It is a type of telegraph which is sent by real and legal persons except the official bodies.

TELEGRAPHS THAT SHALL BE ACCEPTED WITH MENTAL RESERVATION

Mental Reservation

It is a process which contains warning of the sender about the possibility of any delay in the circumstances mentioned below:

The telegraphs to be sent to PTT Offices, the works of which are finished up or about to finish.

The telegraphs, the addresses of which consist of just the name and surname of the addressee and the telegraphs, the addresses of which are insufficient.

The telegraphs that are persisted to be accepted despite of containing the addresses of the persons living in big cities without the names of neighbourhood, street and the numbers of door, apartment and floor.

The telegraphs which are sent to the military and civil schools, troops, prisons and hospitals.

The telegraphs which are sent to post boxes.

The telegraphs, the addresses of which are the places apart from the provinces and districts, and the villages.

The telegraphs which are sent to the addresses that are closed on holidays.

The urgent telegraphs which are sent within 6 hour-period before closure of the business day in state offices and the urgent telegraphs which are sent 6 hours before beginning of the business.

If there is less than 24 hours for delivering the normal telegraphs which are requested to be delivered in definite day and hour and if there is less than 6 hours for delivering the urgent telegraphs which are requested to be delivered in definite day and hour.

These kinds of telegraphs are accepted with mental reservation via signing under the expression "PTT Corporation is not responsible for any delay" by the sender.

WIRING TELEGRAPH AND QUESTIONING

Warnings

During wiring telegraph, the system produces a barcode with 13 digits and the customers must register this barcode in order to follow the notification.
During wiring the telegraph over internet, due to need of determining the identification, the reason for incompletion of acceptance process is informed to the e-mail of the customer. Therefore, the customer must write a valid e-mail address and must check his/her message.
The customer must fill in the "date box" numbered 2 in the "Additional Services Section" on "Telegraph Entry Screen" if he/she requests to send a telegraph which is requested to be delivered in definite day and hour. If the customer does not fill in the date section, the telegraph is refused and cancelled without delivery.

Frequently Asked Qustions

1. What is Telegraph?

Telegraph isa service which is accepted through PTT and transmitted electronically and then distributed to the mentioned addresses by PTT Official.

2. How telegraph can be send over Internet?

In case of clicking the 'E-Telegraph' link over our corporate website 'www.ptt.gov.tr', 'retail customer entrance' and 'subscriber entrance' will come to the screen. It is not possible to access to the website for our customers, who are not subscribed through 'retail customer entrance'. When you click on the mentioned link, the page, in which you may enter information on the transaction of wiring telegraph, will be opened.

3. What is the "e-telegraph subscription agreement"?

'Subscriber Entrance' link has been prepared for e-telegraph subscribers to send telegraph over Internet. Our subscribers may enter over here with their passwords and they can send telegraph.

In case of signing an 'E-telegraph subscription agreement' in any PTT workplace and becoming a subscriber, all subscription information on required documents and real and legal persons are introduced to our system. Therefore, all telegraphs, including the telegraphs required identification, of our customers are accepted in their homes or workplaces over internet without having to come to our PTT workplaces. The cost can be paid by credit card as well as collecting from his / her postal cheque.

In the meantime, in case of signing 'E-telegraph subscription agreement', the "customer user password" is reported to you through SMS.

4. In what ways does the fee of Telegraph obtain?

The fee of telegraph can be charged in cash during the acceptance in our PTT workplaces and it can be also collected by credit card, his / her postal cheque account (for the subscribers who sign "e-telegraph subscription agreement") or this fee can be reflected to the telephone bill.

When the type of payment is selected as credit card, it is not possible to call back with phone. When the type of payment is mentioned as telephone bill, it has been called back only for verification. Whatever the type of payment may be (telephone bill or credit card), the message, which indicates the confirmation or refusal of the telegraph, is sent to mentioned e-mail address by the receiver.

5. What is the importance of the barcode number with 13 digits that begins with TG?

During the acceptance of telegraph, a barcode number with 13 digits started with TG is produced by the system. With this barcode number, through telegraph section over our official www.ptt.gov.tr website from the entrance of retail customer, you can click on 'E-Telegraph Transactions' on menu left, and you can reach 'E-Telegraph Tracking' section and make questioning.

On the other hand, as there must be a barcode number in order to question the telegraph, this number should be registered (kept) by our customers.

6. What kind of telegraphs require the determining of the identification?

The telegraphs to the advantage or disadvantage of the addresses materially and morally.

The telegraphs contrary to general morals and manners.

The telegraphs containing insult, threat and crime.

The telegraphs containing words, terms, figures or letters that are not used as their normal meanings and fakewords or the figures expressing a secret meaning and the telegraphs written by a code.

The telegraphs written by a foreign language.

Following the examination whether telegraph requires identification from the point of content, the approval will be given and the telegraph will reach to destination centre and then it will be distributed to the mentioned address by the distribution officers.

If telegraph requires identification from the point of content, the sender will be informed by e-mail about the reason of non-admission and he / she will be informed that the acceptance must be made in PTT Offices and the sender will be invited to our PTT Offices. The fee of non-admitted telegraph will be given back to the sender.
